Description
Seminole County, Georgia will have a position open for a County Manager on January 1, 2010. This salaried, exempt position is responsible for planning, directing, and managing the activities of the County and its employees, with the exception of the elected constitutional officials and the employees working in their offices. The Manager is responsible for the proper administration of the policies and affairs of the County, including budgetary, financial and personnel programs. He/She performs various duties and functions relative to a wide range of County programs and functions.

Major Responsibilities:
• Develops long and short term plans affecting County operations and advises Commissioners of pending or anticipated changes within the County and its environs. He/She Must be able to make recommendations concerning same. Recommends changes, reviews and provides reports, correspondence, news releases, performance appraisals and information to the Commissioners, staff and public, as required.
• He/She Acts as liaison between the Commissioners and the public. Maintains effective working relationships with staff, elected officials, representatives of local, state and federal agencies, local civic organizations, the media and all others interacting with the county’s government.
• He/She Manages, directs, assists and provides goals and guidance to Department Heads. Monitors and evaluates the effectiveness of each department, including the offices of the county clerk, the road and bridge department, the recreation department, the transfer station, the EMS, CODE Enforcement, and such other offices or departments as the Commissioners may determine.
• He/She Oversees and ensures that all County Ordinances, resolutions, policies and procedures and applicable State and Federal laws are followed.
• He/She Attends and takes part in Commission meetings and oversees the development of materials for meetings of the Commissioners. Also ensures implementation of decisions made by Commissioners.

Requirements
Qualifications:
• A masters degree in Public Administration or else a combination of education, business and work experience that equals such a degree, along with extensive supervisory and management experience to include multiple years experience in local government. In addition, each candidate shall possess the necessary knowledge, skills and abilities required for this position. The candidate must be articulate in both spoken and written communication, and be physically capable of operating a variety of office machines such as a computer, calculator, typewriter, telephone, etc. He/She must be able to lift up to twenty-five pounds occasionally and exert up to fifteen pound of force. The physical demand requirements are at levels of those for sedentary work.
• He/She must possess knowledge of county taxation and millage rate calculations, budgetary and financial management methods and techniques, Georgia law relating to local governments, County enabling legislation, county ordinances, community relations, and planning and lawful employment practices.
• Must have knowledge of, and be able to enforce all county employee policies and procedures while maintaining morale and performance to enhance employee relationships without degrading operational requirements. Must also possess strong and effective interpersonal relationship abilities to effectively manage cooperative work and community relationships both with the public and other local government organizations as well.
