Description
THE COMMUNITY
Located in Pinellas County, on the Gulf Coast, 25 miles west of Tampa, Dunedin (pronounced DONE-EE-DIN) has a small-town feel and atmosphere, yet is a bustling community of over 37,000 residents. One of the oldest towns on the West Coast of Florida, it has a wooded and sub-tropical setting with four miles of picturesque waterfront, a relaxed lifestyle, almost perfect weather, a vibrant economy, and recreational activities for all ages. All of these assets have established its reputation and reference as “Delightful Dunedin.” The community has earned many honors, including being named Florida’s “City of Excellence” for 2009, edging out over 400 other Florida City applicants, by the Florida League of Cities at its annual conference. It was also named in recent years “one of the best places to live on Florida’s West Coast” by Money and Coastal Living magazines, and the most walkable small community in America (2008), by Run The Planet.Com of Seattle, Washington.

Nearby destinations within City limits include Honeymoon and Caladesi Islands, part of the Florida park system, which are two of Florida’s natural treasures. Caladesi Island was ranked the #1 Beach in America in 2008, after having been the #2 Beach in America in 2006 and 2007. Only minutes away from the mainland, both Islands offer boating, swimming, fishing, picnics and nature walks. These Islands attract well over 1,000,000 visitors each year.

CITY ORGANIZATION
Foresight, leadership, and sound planning have established the City of Dunedin as one of the few full-service communities in Pinellas County. The City is governed and managed under a non-partisan Commission-Manager form of government. Four Commissioners and a Mayor are elected through a system of staggered and overlapping terms to ensure that experienced leadership is serving on the Commission at all times. With a staff of 369 full-time equivalents (FTE’s), the current Operating Budget (General Fund and Enterprise Funds) is $60,282,460 and the Capital Budget is $23.464.097.

POSITION PROFILE
The Director of Finance and Administration reports to the City Manager, manages the Department of Finance with a current annual budget of $1,370,000, and supervises seventeen staff members. The Director is also a key member of the City Manager’s Executive Management Team and provides financial and budgetary advice and counsel to all City departments.

The Director is responsible for all components and functions within the Department, including accounting, operating and capital budget preparation and management, purchasing, utility billing, financial management systems, banking relationships, investment management, debt management, and treasury services. He/she negotiates and coordinates auditing services with independent audit firms and prepares and reviews audit schedules.

The Director assists with the preparation and updating of all City reports and plans, including the Comprehensive Annual Financial Report and the City’s Strategic Plan, and works closely with the Director of Economic & Housing Development to evaluate the financial impacts of economic development initiatives.

CANDIDATE PROFILE
In additional to the requisite training and experience with financial management, accounting, financial information systems, and performance “benchmarking” and management, the successful candidate for this position must be an exceptional leader and manager. He/she should be comfortable working in a non-bureaucratic, highly collegial and collaborative environment where team management, competence and customer service are valued and practiced. He/she will be expected to set a positive tone within the Finance Department and City organization, establish high standards for ethical conduct, and address employee performance-related issues forthrightly and in a timely manner.

The new Director of Finance and Administration will have superior communication skills and be able to explain often complicated issues in a clear and compelling manner whether this be before a gathering of technical peers, a citizen group, an advisory board or the City Commission. The Director will be assertive in expressing a professional opinion or recommendation, but also, as a good listener, will do so with tact, diplomacy and a positive, “can-do” attitude.

Requirements
EDUCATION AND EXPERIENCE
The successful candidate will hold a Bachelor’s degree in accounting, public administration or a related public management field, supplemented by a minimum of seven years of financial management experience in the public sector, five of which have been in a supervisory capacity, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. A Certified Public Accountant and/or holder of a relevant Master’s Degree is preferred but not mandatory.

Benefits
The starting salary of up to $110,000 and benefits are highly competitive and negotiable, depending upon the experience and qualifications of the successful candidate. An automobile allowance and relocation assistance will be provided.
