Description
Our client, the City of Sacramento, is seeking a highly effective and independent professional audit manager to lead the newly created Office of City Auditor.

Founded in 1849, the City of Sacramento is the oldest incorporated city in California. In 1920, Sacramento city voters adopted a City Charter (municipal constitution) and a City Council-Manager form of government, which is still being used today.

The City Council consists of a Mayor, elected by all City voters, and eight Council members, elected to represent separate districts in the City. Each Council member is required to live in the district they represent. The Mayor and Council members serve four-year terms. Elections are staggered. A voter initiative to amend the City Charter creating a strong-Mayor form of government, plus a legislative body of nine council members, has qualified for the June 2010 ballot.

The City of Sacramento has approximately 4,500 full-time employees and a Fiscal Year 2009/2010 total budget of $875.1 million.

The City Auditor is appointed by and reports directly to the City Council. The City Council established this position independent of other City Offices to promote and enhance honest, efficient, effective, and fully accountable city government. The City Auditor has full responsibility for the direction and management of the Office of City Auditor, including: conducting audits and examinations of any city department, program, service or activity. Audits and examinations performed by the Office of City Auditor will provide the City Council and city management with information and evaluations regarding the effectiveness and efficiency with which city resources are employed, the adequacy of the system of internal controls, and compliance with city policies and procedures and regulatory requirements. This challenging and high impact position will work closely with and support the City Council’s Audit Committee, work closely and interface with city executives, department heads and managers.

Expected initial outcomes for the City Auditor during the first year of employment include:

In the first 30 days:
• To have identified and begun building effective relationships with key stakeholders (City Council, Audit Committee, Executive and Financial Staff, Department Management, external Auditors, and interested citizens, etc.)

In the first 60 days:
• To have assessed resources and staffing for the Office of City Auditor, and begun the process of filling any vacancies and establishing performance plans for staff.

In the first 90 days:
• To have gained a strong understanding of the City’s budget, funding sources, operations and programs.

In the first 150 days:
• To have developed an Audit Plan for formal review by the City Council, including reporting and record keeping mechanisms.

In the first 180 days:
• To have begun implementation of the Audit Plan priority items.

By the end of the first year of employment:
To be seen as a visible, highly proactive leader and key member of the City’s executive team, as well as a valued technical resource.

Our client believes the following competencies are required to effectively create the first year outcomes:
At least six years of progressively responsible auditing experience in program, performance and financial auditing; a minimum of three years management or advanced level responsibility for planning, organizing and independently performing audit tasks including: financial audits, compliance audits, contract audits, performance or operational audits, and internal control reviews. Candidates should have experience performing these responsibilities in organizations comparable in size to the City of Sacramento; public sector experience is highly desirable. In addition to the competencies described above, the following types of experience would be seen as a plus for candidates: municipal finance, and municipal policy; fiscal forecasting and planning; budget development, review and analysis; reviewing the economic effects of proposed legislation. Successful candidates will have a temperament of independence and confidence working directly for a legislative body; a record of impeccable integrity and objectivity; be adept at working effectively in a political environment; work effectively in a team environment; be results-driven and able to accomplish goals with limited resources; communicate effectively and interface well with the media. A Bachelor’s degree in Accounting, Finance, Public or Business Administration or a very closely related field is required. A Master’s degree, Certified Public Accountant or Certified Internal Auditor is highly desirable.
