Description
The City of Highland seeks qualified applicants for the position of IS Manager. Responsibilities include directing, managing, and providing leadership for all aspects of the City’s Information Systems, including networking, telephony, computing, geographic information systems, database applications, budgeting, training, and business information processes. Position will also be responsible for managing the operations of the City’s Communication Services and will provide coordination of communications for business development.

Requirements
A bachelor’s degree or five (5) years related experience and/or training is required. Candidates must have commanding knowledge of Cisco IP routing and switching; strong understanding of networking concepts, hardware configurations, software architecture, database design, cartographic mapping concepts, and basic understanding of global positioning systems (GPS) and geodetic concepts. Candidates must also be proficient in MS Operating Systems; must be able to install, configure and operate LAN, WAN, and dial access services including but not limited to use of the following protocols: IP, IGRP, Serial Frame Relay, IP RIP, VLANs, RIP, Ethernet, RPR, PWE3, VoIP, and Access Lists. Comprehensive knowledge of Municipal Civil and Utility Operations as well as Cisco Certification and/or MCSE Certification highly preferred. Candidates must also possess strong communication, interpersonal, organizational, customer service and presentation skills. Residency within the Highland City Limits is required within six months of completing probationary period.
